tidying up DHCP reservations on the Commons-WiFi scope and trimmed the
address range while doing it. Today, visitors in the second-floor study area
report a strange pattern: some laptops get online fine, others can't
reach anything. The DHCP server is svc-dhcp01 on host rbc-core;
the network is 10.20.40.0/24, gateway 10.20.40.1. Find out why
